It doesn't actually mention an upgrade ("The following
recommendations assume you are configuring TCP/IP Services on
the system after having added the system to the OpenVMS
Cluster."), but I did find this:

which recommends "PGFLQUOTA 50000" (which sounds too close to
what I had), with a footnote, "This parameter's value setting
is especially critical."
The funny part was:
"These values are useful on OpenVMS Alpha systems but
essential on OpenVMS I64 systems."
If 40960 wan't enough on an Alpha, it's tough to believe that
50000 will do the job on any IA64.
No doubt this will all improve when the new guys get hold
of it.
