The underlying problem here is that SSH doesn't seem able to cope with a
sequence "it doesn't expect" i.e.
a) - an account with no password
b) - a VMS prompt for a new password where the old one has expired
TELNET copes with these just fine. Since TELNET sends the password in
the clear, for b) you can reset it using TELNET. It is of course good
practice to log out and log in again using SSH and use SET PASSWORD to
set a new value.
