I do not believe DECUServe has a way of validating the I locale nor if 
it even saves the address used to sign up.  I could check.  However, I
would say that's it's worth giving it a go.  DECUServe registration is
free so even if you cannot get the hobbyist license, the price you've
paid for the membership isn't too steep. ;)
