Yes.  DECUServe has not had any restrictions on location for over 10 years.

DECUServe has never charged for anything.

Of course, we encourage membership in your user group(s).  But that's an 
individual cost/benefit decision, unrelated to DECUServe's affiliation with 
the VMS Hobbyist project.

We also strongly encourage participation in DECUServe's Notes 
conferences/discussions.  Lots of expertise, and low-noise.  And we have 
never lost a Note in over 22 years.

An "insider tip":  if you ever post a Note on DECUServe, then your DECUServe 
number and Username are kept forever, which means that your Hobbyist 
privileges are also "forever".
