Those resources simply weren't available at DEC, I guess.
Although itanics are different beasts than x86's,
I guess they can benefit a lot from sharing resources
with intel's main product line, in both development and production.
The few itanics still needed by HP probably can be manufactured
in some existing fab during the lunch break.
DEC OTOH had to build an extra fab for producing alphas,
which sold in quantities < 100000 per year.
