It's rather wierd to construct logical names beginning with a $,
but that's probably irrelevant. But see:

You ought to be able to:
$ dir $web_root:[000000]
I suspect your $WEB_ROOT should actually be:
$ DEFINE $WEB_ROOT /SYSTEM/EXEC/TRANSLATION=CONCEALED DSA0:[WEB.ROOT.]
