NTP keeps UTC and neither knows nor cares about time zones.  ISTR that 
VMS, since V6 or V7 has had the ability to handle the Daylight/Standard 
switch overs. There is a .COM file or two in SYS$MANAGER.  I'd dig it 
out for you but my faithful Alphastation 200 has died of unknown causes.

Look for UTC and/or NTP in file names.
