People are using Oracle Linux because they want Red Hat compatibility
without paying Red Hat fees.  

They used to use Scientific Linux or Centos, but those aren't the same 
any longer.  So they go to Oracle Linux or to Rocky.  If they need a 
Common Critera cetification for government work, they go to Oracle Linux
because Rocky hasn't been tested.

Nobody is going to Oracle Linux because they like Oracle Linux specifically,
they are going to it for RH compatability.
