I’m thinking of their marketing machine, and how they explain themselves
to customers.

Last I checked (some years ago, admittedly), Oracle’s “Unbreakable” Linux
had achieved about 0.1% the market penetration of RHEL.
Maybe Oracle Linux is just some kind of corporate vanity project, and they
aren’t too bothered about the fact that it isn’t very popular.
