I think it would be interesting to have a /EXCLUDE actually work. So you
create a save set containing an image that is without certain files, but
still having the "flora" of a full disk (boot blocks etc).
when you do a BACKUP/LIST of a /IMAGE save set, you do not see
INDEXF.SYS. So one assumes that when you are restoring /IMAGE, BACKUP
initialises an empty disk and repolulates a new indexf.sys with the
files found in the save set re-using the file-IDs).
So it should be functionally possible to create a /IMAGE save set which
is missing certain files.
One would have to carefully think about a case where you
/NOALIAS/EXCLUDE=[VMS$COMMON...]*.*;* and how you will deal with
[.SYS0.SYSCOMMMON...] and [.SYS1.SYSCOMMON...] when the original hasn't
been backed up.
