Makes perfect sense to me.

That is apples and oranges.

Linux comes with some version of Python (2.5 may be the most common) but
2.6 and 3.0 are available for those that want it.

VMS does not come with Python at all but 2.5 is available for those
that want it.

The important point is that you do update Python for VMS.

That is more than can be said about HP and PHP.
