If the problem happens only on the VAX, (and are getting more desperate
to find/fix it), then:

I would first switch the vax from one DELNI port to another. If the
PDP-11 that is now in the old VAX port starts to have LAT problems, and
the VAX no longer has problems, then the DELNI has a problem port.

Next stap is to change the actual cable between the VAX and the DELNI.
