[Info-vax] character set translation for language accents

   OK, E9 in DEC MCS, and I think in ISO-LATIN-1, is a lower case e with
   an ' (leaning right) over it.

   So what are you accessing your VMS system with that doesn't display
   this?  My real VT240, my copy of puTTY set up to use DEC MCS, and my
   copy of vtstar emulating a VT320 all display this correctly.
