   Aha!  So you're running a 7-bit emulation but something told VMS
   you're using an 8-bit terminal.  That's likely to cause problems
   as VMS will send the 8 bit character to the emulator which will then
   only look at 7 bits.

   Try doing a set terminal/inquire while running as VT400-7 and as
   VT400-8 and see if that shows up differently.

   You could setup and use TFF to at least get e as the character for
   E9, but it's much better to get the real graphic.
