Well, no, not from a /IMAGE backup.
You may be thinking of what's known as "Standalone Backup", a subset of
the full-blown VAX/VMS System which gives you a usable BACKUP utility
(command line), but little else.
The SYS$UPDATE:STABACKIT.COM procedure will build it either on tape or
on disk, in the latter case, usually in [SYSE]. So, to express that as
the boot root would look like this:

(That's an "E" followed by seven zeros.)
Booting SABKUP from tape was just a simple:

...command. Boot roots don't apply to tape.
Later OpenVMS-VAX versions included an option to boot from root 1 of the
CD to reach an interactive environment similar to booting from an
OpenVMS-Alpha CD. The default root (0) was still the SABKUP environment,
at least as far as I went with VAX boot CDs. Haven't seen one in years.
