Face it, nobody is interested in buying VMS.

I could see HP spin off Tandem/NSK division. This division requires its
own proprietary/specialised servers and doesn't use mainstream HP products.

And because Tandem/NSK provides unique capabilities (true fault
tolerance) and has a very captive market (banks, telecoms, 911 systems,
subways etc that need fault tolerance at any cost, this is more likely
to survive and have value than VMS.

HP has shown every sign of writing off VMS rather than selling it.
Remember that their expectations have always been to convert sufficient
number of VMS customers to other HP products instead of growing VMS.
