[Info-vax] PPPD over Telnet

We're trying to run PPPD over a telnet or ssh connection to our VMS
machines as a poor man's VPN.  When I connect to a VMS machine and say
ppp connect, this happens:

%PPPD-E-REMOTE, physical device specified cannot be a remote terminal
%PPPD-F-ABORT, fatal error encountered; operation terminated

Why doesn't VMS's PPPD allow this?  I'm aware it's unusual, but
because of the lack of control over the remote networking gear it
would be very useful for us to be able to do this.
