Sorry, forgot to tell how to reconfigure.

You just login as SYSTEM and run the configuration procedure:

$ @sys$manager:netconfig.com

Then you answer the questions.
You can leave other the other parameters as they were, but change the 
"Endnode" to "Routing IV".

When the procedure is ready with the changes, you need to restart DECnet.
That is done as follows:

$ MC NCP
NCP> SET EXECUTOR STATE OFF
NCP> EXIT
$ @SYS$STARTUP:STARTNET.COM

Then the routing should be on and now you have a L1 router.
