Reconsidering the question: there is no real way to restrict a user to
access only his own files.
Everything accessible via protection/ACLs can be accessed.
And why forbid to access something, if the user could copy it to his own
directory and then get it via FTP ?
So if You want to protect something for reading by a user, set the right
protection on the objects.
