It is, unless it's an UNSIGNED 16-bit length field, which this isn't.

If you have a CRLF-terminated ASCII file and put it raw on VMS, then 
declare it a STREAM (either CR or LF), you'll end up with an extra 
character which you need to account for in the programming.  Either way, 
there's an extra step.
