[Info-vax] SYSMAN design question

This was executed from a normal user on node CHAIN.

Is there a reason why they designed SYSMAN to not use the specified
username when executing on the local node ?

It is not very obvious when you specify a username that it would be used
on all other nodes except on the node where the command is being issued.

I realise things won't change about this, just curious about any history
 behind that design decision.
