[Info-vax] [DCPS V2.7] requires VMS83A_USB ECO

I installed DCPS V2.7 (months ago) and it says it requires VMS83A_USB ECO.

The VMS83A_UPDATE V10 (at this time) includes VMS83A_USB,
but was not sufficient for DCPS V2.7. I had to install VMS83A_USB before
(or after) VMS83A_UPDATE to get DCPS V2.7 successfully installed then.

Does anyone know, what causes this behaviour (eg. what file/item is missing
for DCPS V2.7) and if VMS83A_UPDATE V12 does also show this behaviour?
Or is the bug in DCPS V2.7 (PCSI description)?
