I recently upgraded a system running V8.3 from ECO2 to ECO3, and FTP works
just fine.  This is an Itanic, if it matters.

Is it possible that it is a process quota problem that's not handled 
properly in TCPIP?  A change to ECO3 may have pushed something over the
edge.

I'm going to be watching this closely since I will be upgrading a few 
important VMS systems to ECO3 in a few days.
