Interesting.  Contact me by email if the stuff gets too off-topic.  
Almost 12 years ago, I set up the [TEXMF] stuff from a freeware disk, 
which was put together by Ralf Gärtner.  Worked great.  I did a few 
manual updates, but I have fallen behind and new developments have 
occurred in LaTeX.  In the past, many of the LaTeX developers and 
implementers used VMS (Lamport was working for DEC when he developed 
LaTeX, remember), but I don't think that is the case today.  Sic transit
