[Info-vax] VMS on VAXstation 3100 Model 48

Hello, I recently got an old VAXstation 3100 Model 48.

I'd like to install VMS on it, but first, I need to actually _get_ VMS.
Is there a way of getting a VMS copy? Maybe even downloading it somethere?

I heard about hobbyist licenses and DECUS/HP and whatnot, but it all seems
rather confusing to a novice.

Could someone clarify where I could get VMS, and how that DECUS/HP group
works?
