[Info-vax] Tertiary VMB?

Just did a search of [vms$common...]*.exe tertiary_vmb.exe and got:
%SEARCH-I-NOMATCHES, no strings matched


Perhaps this was a leftover from older versions of VMS ?

I have version 4.4 of the VAX/VMS Iternals and Data Structures, and it
doesn't have any entry for tertiary_vmb nor NCSCS_LOAD.EXE . And the
section about VMB.EXE doesn't mention the tertiary either.

Perhaps the functionality was moved to drivers over the years ?
