I did that too, but then I realized that the MOP request which would
eventually start a downline load of TERTIARY_VMB.EXE would be probably encoded
in the request packet with something as little as a single bit, i.e. the
request packet would not contain the actual file name, but something with a
meaning of "send me whatever tertiary loader you have been told to send me."

I don't think so because references to TERTIARY_VMB.EXE can be found in
V7.3-revised manuals and that file is actually present both in distribution
media and patches for current releases such as OpenVMS VAX V7.3.

I have both V4.4 and V5.2 IDSMs. Only the latter has a little paragraph about
NISCS_LOAD. Instead, neither one has anything about TERTIARY_VMB...
