You can install VMS on your Personal Alpha without the licenses. After 
the installation is done and you have booted up, you can register the
licenses from the console terminal.
The license registration command is:

$ LICENSE REGISTER

Then it asks the needed information.

If you want, you can read the help about license utility

$ HELP LICENSE
