Were there mail messages processed (delivered, deleted, sent) during
the time that the BACKUP was running.

Verification errors will happen both for hardware problems AND when
the contents of the file changes in any way between the time that the
file was copied to the saveset during the first pass and when it was
verified during the second pass.

Depending upon the situation, it may be feasible to shutdown mail
delivery during backup operations. In general, for VERIFY to work, a
quiescent volume is needed. Otherwise, some number of files will have
their contents changed between passes.
