   I admit that mine is a minority opinion, but I claim that
ISO is a standards organization:
      http://www.iso.org/iso/home.htm
and "ISO" or "ISO 9660" is not a synonym for "CD-ROM image
file".

   However, one more commonly available tool which can extract
an image file from a CD-ROM is "readcd", part of the cdrtools"
package, which, I believe, will run on Windows.
