Hard to imagine a _good_ reason to restrict you.  Alexander?

Of course, I can dream up at least one oddball reason: special
hooks into the terminal session (capture the session, display
the session concurrently on another screen).  Such things are
considered legitimate system administration tools in many
environments, and are of course available for VMS as well.
Rudimentary ones might work best with one particular terminal
type.

It could be that that is what the IRC client that is mentioned
supports.

Or maybe it's the Turing test.  You won't know if there is a
real VAX on the other end, or just a human typing away on
another terminal! [The human having, of course, a limited
repertoire of escape sequences.]

Just speculation - don't want to get anyone upset that I am
accusing them of anything,
