I hadn't used that link in a number of years, until this thread came 
up.  Perhaps the license terms have changed in the interim.

I'll note in Bob Supnik's defense that the page with the Vax/RDB link 
states that some of the software kits come with licenses restricting 
their use.  That would certainly cover the current state of the OTN 
license.

Richard had asked (in another thread?) for software licensing to 
prototype an application - the OTN license would (broadly) meet that 
requirement.  It certainly seems more restrictive than the hobbyist 
license, but I haven't looked closely at that license in a while.

Short answer - no, probably not...
