Last time I did a VAX/VMS install I tried a CD-ROM
drive with a 512/2048 jumper and it still wouldn't
install.  I then copied the whole CD to a SCSI
hard drive and it installed just fine.

I also have SCSI CD-RW drives with such jumper, but 
I might not have had one at that time.  

SCSI DVD-ROM or DVD-RW drives may or may not
have that ability.  Small SCSI hard drives are
pretty easy to find and reasonably priced.
