Why ?
That is when some value has reached 20% of some other value, could
have been just about any number of LDAP calls. Depends on the actual
volume of memory "leaked" at each call...

And about why it isn't "fixed". Maybe it's in some "API library"
that the VMS group doesn't have full control over. Who knows...
