A TCPIP ECO can not have changed routines, which live in an OpenVMS
execlet (like IOC$SEARCH in IO_ROUTINES.EXE). This IOC$SEARCH code has
most likely not been touched at all since 1996.
As the register value is being saved on the stack, this opens up
another way of corruption.
