I see your argument is starting to soften -- you're now willing to admit 
that there are at least a few non-US engineers who are experienced, 
capable, and who have stuck with OpenVMS for the long term. So all that 
needs to be corrected is your perception that only a small fraction of 
the VMS engineers are of this level.
