[Info-vax] DECwindows: keep a window always on top?

Is there a way with DECwindows/CDE to specify that a window is always on 
top?  I would like some special windows always to be on top and never 
to get covered by other windows.

I'm not sure if it's relevant, but personally I have the windows set 
such that putting the mouse in them makes them active but does NOT raise 
them (for that, one has to click on the frame).  If the solution to the 
first problem depends on the pointer policy, though, I need to know the 
details.
