Of course, engineers do it like this:

1) Understand and spec the requirements
2) Design and implement a solution
3) Prototype and test against 1)
4) Loop until correct
5) Build and ship the product
6) Customer happy, company rich

Dec css was like that and there were even more steps. Many companies 
still are, surprisingly :-)...
