Many years ago somebody published a document about the "Product 
Development Cycle".

It read something like this:

1. Announce the product.
2. Design the package
3. Announce the product
4. Redesign the package
5. Announce the product
6. Redesign the package
7. Announce the product.
8. Design the prototype.
9. Announce the product.
10. Build the prototype.
11. Announce the product.
etc.
