This must be one of those "eyes of the beholder" things.

I don't read it as "advocating" a move.  It seems kind of neutral to
me, only mentioning options based on the decisions made by the
reader.  There are actually some positive statements about OpenVMS in
there.

There are also some useless items.  The reference to relative
performance data links to the Alpha systems chart, not a comparison of
Alpha .vs. Integrity system (as would be expected).
