June 1990 is the date on the new features manual for VAX/VMS V5.4
I'm pretty sure the original version of the OSU DECthreads http server
requires V5.5 at the absolute minimum due to the presence of
DECthreads in that release. So it really does sound like you'd be
better served by a newer version.
