Yes, with the caveat that, though the Usenet backbone has been 8-bit
clean for years, some end nodes (dare I say some VMS nodes?) running
legacy software aren't. 8 bit codes might solve one problem but create
another.

I disagree that the recipient should assume the proper character set.
If you are going to use an experimental protocol, you should do it
right and advise the recipient what code page was used, with the
appropriate MIME headers.
