I don't see why any VMS nodes wouldn't be 8-bit clean. (VMS MAIL can
also be set to be 8-bit clean.)

If one is posting a MIME message intended to be read by MIME-aware
clients, then yes. However, if no MIME headers are specified, then a
sensible assumption seems OK (similar to assuming a bit stream is ASCII
and not EBCDIC).
