[Info-vax] MAIL> DIR/NEW different in 8.3 and 8.3-1H1

I haven't investigated much, but:

With mail messages with long (longer than the terminal width) subject 
lines, and the same terminal settings, I see the lines wrapped on 
Itanium with 8.3-1H1 and not wrapped on all other versions of VMS I am 
familiar with.

Bug or feature?

Can someone confirm?

On another note:

I plan to upgrade from 7.3-2 to 8.3 on ALPHA before the end of the year.
(IIRC, this is possible in one step.)  Also upgrading TCPIP to whatever
is on the distribution disk. 

Anything I should be aware of?  Any patches at ITRC I shouldn't apply?
