How did you restore the vms073.b save set? Just mounted from the running
system the CD and then issued
$ BACK/IMAG <CD drive>:vms073.b /save <HD drive>:
If so, it probably didn't update the boot block on the HD drive.
See if the following command helps
$ MC WRITEBOOT
Update VAX portion of boot block (default is Y) : y
Update AXP portion of boot block (default is Y) : n
Then try to boot.
