Note that until you have added VMS licenses (there are some variations
depending on type of system you have), you are allowed only 1 login on
the console OPA0: .

The VAX/VMS cluster licence does not grant access to VMS system, it
allows multiple systems to talk to each other.

I don't recall which VMS licences come with the hobbyisyt programme. But
they would likely start with VMS or VAXVMS

LICENSE REGISTER  adds the data to the on-disk database.
LICENSE LIST      shows data from the on-disk database
LICENSE LOAD      makes a licence active on this node if it is valid.

SHOW LICENSE	 shows active licences on this node.
