That's the DECnet Phase V time service. You are better off disabling it 
and if you do want time synchronization with an external server, use 
TCPIP's NTP instead.

Put this in SYS$STARTUP:SYLOGICALS.COM

$!       Disable DTSS
$  DEFINE/SYSTEM NET$DISABLE_DTSS 1
