You do not have to specify /INCLUDE  for either the VAXCLUSTER or
VMSCLUSTER licenses. Both will load on all members of the cluster
without /INCLUDE. For OPENVMS-ALPHA and VAX-VMS you do need /INCLUDE
with only one nodename, because they have the NO_SHARE option. This
implies that you need to have a separate license for each system in
the cluster.
