He probably should have taken that explanation a little further.
Not only does IIS not care about the browser, it also doesn't
care about what bytes it sends down the pipe. It just serves up
the bytes it's told to by the web programmer. And if the web
page is incompatable with some web browser it is the fault of
the guy who designed/created the web page. Nothing more.
I have actually seen pages taht were designed to identify the
browser being used and depnding on what browser they find either
serve the page or send some obnoxious message to browser the
web page designer didn't like.
