Did you try using an LPD queue instead of a Raw TCP queue?  LPD is 
stupid but if the extra page is somehow due to DCPS asking the printer 
a question or waiting for a response, using a unidirectional protocol 
like LPD might eliminate the problem.

Of course, you won't get printer notifications or errors printed out 
with LPD, but it might be worth a try.

Submitting a bug report is the right thing to do.  Hopefully the new 
engineers will know what to do.
